Report a translation problem
Find out the resolution of your monitor and it's display ratio. Then, find a resolution within that display ratio that is suitable for you.
There is nothing wrong at all with what's going on with the "black bars." What else do you think the game is supposed to put there if you're choosing a display ratio where there's going to be extra screenspace on your monitor? By choosing that resolution, you're telling the game to not display anything outside of it...
It's worth noting that the game's main UI is hardcoded at 800x600. However, the actual "gameplay" screens, when you're playing the game, like for Instant Action, Campaign and other modes, will render normally at whatever other resolution you've chosen.
If you're only looking at the game's main U.I., gameplay options, settings screens, and not checking the actual battle/gameplay screens, that could be the issue. Make sure to enter something like an Instant Action screen to check any changes you have made to the resolution as those changes won't be apparent in the main game's U.I settings screens.

Well one thing I notice when changing resolutions, when In game the screen stretches more showing less black borders, but when I choose the resolution 1600x900 in game the screen no longer has black borders when In game
