well, did you try to unplug and replug anyway?
as for cd key, no. it's dead and is mainly used for when you're banned from a server, you can change cd keys.
Disable your touchpad, as well. You should be able to do that from your system settings/touchpad driver settings. (Usually, either a simple Function key or a doubletap spot on the touchpad, itself, will do this.) The game could be getting confused and identifying your touchpad as a joystick and not understanding how to interpret it. Since SWBFII is joystick capable, it will probably automatically poll for any anolog input device.
Also, try completely exiting and then restarting Steam, just in case. That's probably not the issue, but it should be done anyway, whenever you encounter a problem. (A reboot will not always force Steam to dump its cached issues.)
Here's a great Tweakguide for SWBFII. Make sure to read the one for SWBFI, since it's the same engine. (Ignore the "patching to 1.1 portion, since you will have the latest version and willl, if you want to run mods, use the unofficial 1.3 patch. See the Guides section for that.)

Try adjusting mouse sensitivity as well, especially if you have a high-dpi setting on your mouse. (Ideally, you don't want too high a dpi refresh setting on your mouse, since you can run into issues with older games and resolution-mismatch problems. (ie: Your mouse wants to update the game at a higher rate per move than the game can deal with or vice-versa.)
