Does that design document contain everything on the game; I mean, you could basically recreate the game from it?

I think it's more a document they pitched to Lucasarts about their game.(How their game is going to be played, what things it has , how controller works for it)

If you want to recreate a game it's not an easy job since I'm pretty sure Pandemic had more than 20-30 persons working on this game for some years .

Sadly the only way to get it without getting bugs on your pc is buying the physical copy and having a cd drive to put the game in but i agree bf1 needs to be on steam it was the one game i played alot more over bf2
