But they are custom .LVL file types only meant to be read by the game's related program files, so you wouldn't be able to read them -- at least easily!

Did some quick googling and turns out there is a LVL extractor tool on Nexus Mods[www.nexusmods.com].
The only other thing I was going to suggest was to see if the SWBFII engine editor (Zero[www.zeroengine.io]) could read them.
Honestly though, I don't know whether that LVL extractor will work in the way you'd want it to (I suspect it's only for actual mapping/level editing, and Pandemic simply found a way to package the sounds/music in LVL files too... With that said, it's still the same file type so you could well find a way to extract a more common or readable file from it).
