Servers GameSpy closed like in 2014.
The best way to play with a friend on the network is to download Tunngle or GameRanger. (I do not know how to use the second one).
If your friend is sitting next to you, with another computer, it's easier to play on the LAN network. Look on the Internet, how to use it.
Go into multiplayer > Create > at the top left there should be a dropdown menu to choose between internet or LAN (if before this it tries to sign in, just hit cancel until you're brought to the server browser type menu) > now you just set it up like a normal local game > configure your settings (CHECK HOST settings, auto-assign is enabled by default among other things)
Launch your game(s) / campaign, and your brother should be able to join your lobby if you both chose LAN to host on and he chose LAN to join through.
Nope! LAN mode still works, just ignore any prompts to sign in via gamespy and switch hosting/join settings to LAN instead of [Internet]
