The word "best" needs to be purged from forums completely. There's far too many variables such as the situation (Sharpshooters can't do crap against vehicles, for example) and personal preference (Sure, engineers are good, but not everyone likes taking the risks of getting close and personal.)

Just the plain regular trooper. Does great against all units, and it's easy enough to avoid enemy vehicles. And Ranylyn is correct; To be honest, I'm just speaking in personal preference :P

Sharpshooters can do something against vehicles.

You can use engineer to get people out of a vehicle by using your fusion cutter. You don't necessarily have to destroy it.
Then you can switch back to sniper and headshot them.
Or continue to use engi and headshot them with the shotgun. Also, you can heal yourself while fighting, as long as you take cover. So, even if the Player isn't that good, they will survive longer with engi.
