Can't interact driver

When I stop drunk drivers, I can't interact with them. Likewise, I couldn't interact with the NPC I was supposed to take to court, I couldn't grab his arm. Am I missing something or is there a problem? I've never had problems like this when I played before.

did you use traffic stop a message say wait until vehicle stop
or they might flee.
if vehicle stops then it should work

Yeah I did. Also I did this 7 times before I don't understand why don't work anymore. I shoot the tires too. As I remember for stop the flee them we can shoot the tires ? Also as I said. ''take the npc to courthouse callout'' is same too. Can't interaction so can't put in car the npc.
