In case you both didn't know, there was another update today to change the sirens. The keybind issues will be fixed. :)
Firedude, I'm not sure what you mean. Using them is very easy. Can you please explain?
Since you can rebind things but still need to press 2 to open the siren menu up just to turn them on I would suggest that when 2 is pressed the first non manual siren is activated automatically and the Horn is binded to h by default. Another thing that could be changed is to have a button that can change the siren sound (and for the future light pattern) between the options.
It has been suggested to 600 and I believe it's planned to add a single button to cycle sirens.
My issue is exactly what was already mentioned. The sirens them selves are easy to use I just don't like that when you press 2 you then have to press more numbers to change the siren tones. I haven't checked since the update today. What I was hoping the siren customization would be is when you select the siren tones in the vehicle menu that when you press 2 that was the siren you would get. Not having to fumble with all those buttons when driving would be really nice.
You already can hear them while customizing. :) Press the individual keybinds for the tones.
I really enjoy how Nils did it. I know it can be frustrating trying to drive and mess with binds, but I never use my mouse when driving, and set my siren keybinds to numpad keys. Works like a charm.
As I said before, though, I believe Nils will add a single button to cycle sirens.
That I didn't know. Wish something indicated that you could test and hear them. I'll keep play with it. I do use my mouse to move the camera but I may try setting my numpads to do the sirens. It is nice to have a game though where the developers actually listen to everyone. Nils is doing a great job!

Having a separate button to activate the siren selection wheel that stays on that setting would be great and leaving keyboard 3 and D-pad right to only turn on lights and siren I think would help with immersion. Maybe having a key to map to be phaser or another high intensity temporary siren tone change for intersection clearing would be on point!
