How to make tickets manually as police?

The title says everything. I have seen a lot of people doing it manually, like not clicking and "poof" everything appears on the paper, but they actually type in the name and car registration etc.
How do i get this?

Perform a traffic stop with Left Ctrl while driving or on foot with vest on, there you can give speeding tickets.

Change name in multiplayer section and it will be used for single player too.

But why can't we just go to a parked car, and when giving it a ticket typing at our own?

Parking tickets will be updated later as well to have similar features for details like speed tickets.

Are you interacting with the booking interface? As the process should be.. drive to station, get out and goto back door, open door, grab suspect, walk/run them into station, click on the booking icon, fill out the forms and then they disappear and you get the points.

When trying to arrest someone last night (they were firing a weapon at me off a reckless driving call) I placed the suspect in handcuffs for my protection since she was shooting at me. However when I finished searching the car I opted to have the vehicle towed cause I was going to take her to jail. There wasn't a arrest option for me for her? Help
