Get behind the car you see doing a violation as to you, consider a violation. Turn on your lights and hit the pull over button (pending what keys you have re-mapped). The vehicle for the stop has to be in front of you. As for Parking tickets, you can ticket vehicles blocking fire hydrants and parked on the side walk.

If you take the car for the aggressive driver. You have to force him to stop..

If you have not remapped the keys or buttons, you can look at them at anytime in the game in the "Settings" selection under controls..

most people cant figure this out well but your front bumper has to face the vehicle you want to pull over rear bumer. then you hit lctrl and the siren and light will sound and youll get the text on screen saying " folow untill vehicle stops"

Dude calm down. you need to be right behind the car you want to pull over. Like a few feet behind them and your front bumper needs to be facing their rear bumper. When you see the text saying wait for the vehicle to pull over, you've done it.

Hey, Jack. The way to properly pull over AI In Flashing Lights is by Approaching them and Pressing LCTRL.(By Default) This will Turn on your lights, And bleep the sirens. The AI Should pull over and you walk towards his window and interact with him, If he doesnt it more leads towards a Persuit and/or if he drives off when you approach him it is aswell a Persuit. Cheers! If stilll not working feel free to hit me up.:winter2019happybulb:

I've been virtually right on the bumper of the car in front that I want to pull over, and I've never had a text box. I've tried turning on siren with the lights, or just the lights, tried the lights with blipping the siren, and nothing... Do cars behave differently if you're in a police car that's unmarked?

Have you tried pressing Left Ctrl when you're following them, or just turning your lights on? If you just turn your lights or siren on they might just try to get out of your way or more likely won't do anything at all. The Left Ctrl key turns on your lights and sounds your siren but actually initiates a traffic stop as well. You can't perform a traffic stop in your vehicle without pressing that key.

If you didn't know, you can also hold right click to aim at a car and then hold left click to perform a traffic stop on foot if you're wearing the reflective traffic vest.

Yep. I tried doing that. And while they do stop, the moment I get out of the car, they drive off again.
