FPS drops in game?

Hello, so I play Flashing Lights on High settings at launch, with graphics settings being:

Frame rate: Unlimited
Camera limit: 300m
Trees: Low
Clouds: Off
Grass: Low
Volume Lighting - DoF: All off
V-sync: 1

I understand that V-sync caps my FPS at 60, which I run constantly in game, up until I am driving around in my car, responding to calls. Whenever I get near a call-out, my game freezes for a good second and I crash into a wall, trying to readjust. This happens as well when I drive around normally without responding to anything. I am using a MSI PS63 Modern 8SC with a Intel Core i7-8565U CPU, Nvidia Geforce GTX 1650 Max-Q, and 16 GB of RAM. This is NOT a power issue, as I play plugged-in.

I have tried many methods of troubleshooting, such as turning down graphics settings, as seen in my graphics settings, and I would like my game to run smoothly so I can record videos/stream normally again on this game.

A demonstration of this happening is on my stream, which this described situation happens constantly until I relaunch the game, doing something which I forgot.

(Happened at ~7:00, ~7:15, ~7:35, ~13:08, ~15:07, and then I restarted my game)

I tried fixing it in the stream, in which you can see in the "Be right back" text.

This is also NOT a mod issue, as I have completely re-installed my game several times now, with no hope each time.

Can someone tell me how to fix this please? I want to play the game properly again.

Factors in which is NOT a problem (tried):
- Windows power options
- Streaming/recording software (OBS) (Happens when im not rec/streaming too)
- My computer (It is fairly high-spec)
- Nvidia Control Panel (default is already my high-end GPU)
- Graphics settings
- Mods (Edit, forgot lol)

Someone please help.

Edit 2: My stream is old, running an old version as well, but it still happens in new release.
