Which would be for the initial purchase of the season pass - which, because it included the base game and first DLC, means if you played the game at all you're ineligible for a refund.
There is currently no way to get a refund for a single element of a season pass, as is the case here.
Steam needs better mechanics/rules related to season passes and early access games. The current system gives publishers the ability to make false promises or string people along indefinitely (as they are doing here).
File a complaint with EU regulators over consumer fraud.
That is allegedly the reason PDX is working on DLC 2, albeit at a very slow rate: they do not want the expense of defending a lawsuit, as it would be cheaper to just put out some shoddy DLC and be done with it.
Where is that information coming from/? I would love to read more about it.
Not sure a lawsuit is a reasonable course of action unless there is some kind of joint action already in progress.
Right now, we need to pointing the finger at both Romero Games and Paradox for selling us something they will likely never provide. It doesnt matter who can talk about what - we need to let other potential customers of these company know about this.
Romero Games, in particular, was paid for something they never provided - and is already heavily promoting their next initiative. It's a trust issue - make good on your last product before moving on to the next one.
YOU, and any other customer that bought the DLC at launch don't file the lawsuit, you file a complaint with the appropriate investigating agency in the EU (both Romero and PDX are based in the EU) as EU consumer protection laws apply. The authorities file the lawsuit, as necessary.
That said, if "they" are working on DLC 2, and there is still a "pending" release date floating around for it somewhere (they missed the previous one for June of this year), all PDX/Romero has to say that it is still in production. There was no promised date for the DLCs when the game was initially sold.
As to the behind the scenes and company information, I have a third level contact that works for PDX (still) that had some tangental involvement with the EoS/PDX deal from years ago. This person might be considered a "disgruntled employee", who has been willing to dish some dirt on PDX on occasion. That person, for instance, told me about the reorganization PDX went through a couple years back, and I posted the info here, before it was made public. Also on a few other bits, here and there, that have lined up with what has happened.
As to EoS, Romero does not care any more about it, because they have no real interest in the game (financially speaking) because their profit participation never happened, as the game sold too poorly. I have posted details I learned from that person in this forum from time to time.

Edit: The planned release date has subsequently been changed to June 27, 2024. I wouldn't be surprised if the date is later changed again. As per SteamDB, it does that appear work has begun on Expansion 2 though.
