That's less than 1 quarter of 1% of people which is statistically meaningless.
Even if you were to ask about Windows 7 64-bit there's only 4.48% of people using that, so even combining Windows 7 users with Windows 7 64-bit users there's less than 5% of steam users on those two OS combined and the majority of them have old out dated computers anyway so are far more likely to not even be capable of meeting the hardware requirements for current games anyway.
And even if the % wasn't so incredibly low as to be meaningless, the simple fact that Microsoft no longer supports Windows 7 means it's not safe for a developer to promise that their games or programs will work on it either simply because if they use any current development tools or c++ distributions they could cause instability and compatibility issues that Microsoft will never update to correct.
Seriously, upgrade your OS already, there's just no excuse not to. The few things wrong with Windows 10 can all be turned off easily even though they are on by default, you just spend a few minutes tweaking it and you never have to worry about those settings again. You can even make it look like Windows 7 if you are scared of visual changes.
There was a hiccup of a reason to stay with windows 7 when win 10 first came out and had some issues with compatibility. But those issues were solved years ago and those who stay with win 7 now are just scared to make the change over.
The funny part is from most reports the upgrade is still free as well, so there's really no excuse:

Most windows 7 users dont do steam surveys. I never have and never will.
So its an unsupported by Microsoft. That just means that Microsoft wont make anymore bloatware updates... It is still a viable and stable OS.
There is no reason why software devs cannot make their software scalable and compatible with Win 7 onwards. Most inde devs do.
I still use Windows 7 because:
My i7 PC (not an ancient relic) does a BSoD everytime during the Win10 install
The only way I can install win10 is if I disable both my onboard (Realtek) sound and (Intel) network cards in the bios.
After install.. Winblows10 needs to call home or it sulks. If I enable either card... Win10 will BSoD during booting.
So Im stuck on Windows 7.
Is my excuse good enough for you.. please sirs.... Is it?????
You know you can customize 10 to look and behave like 7, so you're really just wasting your own time with dual boot
You very likely just need a bios update for your motherboard
And no, it's not good enough since you managed to ignore what was explained earlier: if a game is made using a tool that is in win 10 but not 7, the developer can not promise the game will work for you since Microsoft isn't going to guarantee 7 gets the needed update since it's no longer supported
Games that started development many years ago or built in an old engine that already supports 7 will probably still work,but the developer isn't going to promise it because they can't guarantee anything without microsoft keeping it up to date
No one can take the risk of officially supporting 7 unless they handicap themselves from using the full suite of what's available to them in 10 when making newer games

And yes, before you throw that usual nonsense about "you can disable it all", no, basically you cannot, microsoft issued a few years ago a final statement regarding this, saying that no matter what you do, you cannot disable all the data collecting. Some IT experts fiddled with advanced firewalls and found out that indeed you can´t stop it unless you manually set hundreds of firewall rules on the fly, as you spot each snooping instance, which is really rough.
It's a snooping OS, they don´t hide it, and I don´t like it. A lot of people like it, some don´t, its a matter of personal preference. When it becomes really and truly obsolete, which is not the case right now, i'll move to dualboot win10 and a nice linux frontend. Great will be the day when Vulkan gets supported by all games by default and we can abandon microcancer OS'.
