Setting Agendas.....

How do i set an agenda? i.e., i see some enemy gang members patrolling the neighborhood (binocular icon). How do i get my guys to do that?

I hate that screen. It's like you are reading their mind. If you have a mole in their organization I get it, but I never bothered.

For me setting an agenda was me staring at the screen and making the decision I should do this and pay attention to that. Then clicking the mouse to move my people.

yeah, this mechanic will take some getting used to, or needs to be evolved. in an open world gangster manager it is oddly asymetric. they have less gangsters and more squads. we have no squads and more gangsters. i mean............they need to sell us this design mechanic.
