Paradox responded to someone's request for info on this. This game is considered by them to be a "legacy" game, no longer in development on PC, although there were suggestions it was still on console. They said they have no plans on the 2nd DLC, and will most likely update that with the steam page. That's it....

DLC2 test branch has appeared on SteamDB site:https://steamdb.info/app/604540/depots/ It's updated 21 hours from the time i write this post. FINALLY PARADOX GONNA PAY US OUR DLC.

Came across this while cruising the Paradox Forums: https://forum.paradoxplaza.com/forum/threads/is-this-game-ever-going-to-be-updated.1565426/page-8#post-29352776 Apparently, Paradox has been trying to find a way to have Romero Games replaced as the devs, and still has an interest in seeing DLC 2 made. Make of it what you will....
