It's a slice of life moege, so there is not much in term of story other than some light drama and comedy, but It's not focused in porn enough to be a nukige.
What you should understand is that VNs often have an attitude toward sex which is basically that it is a normal part of life, rather than something to be compartmentalized. In the West, there seems to be a gulf between mainstream works and porn. In Japanese works, I think it's more of a continuum. Obviously, anything with porn in it is still age-restricted, but the point is, there are a number of VNs with such content and yet also have good stories or other good artistic qualities, and I think that's partly due to a different attitude toward sex.
Now, there are legitimate concerns that H-scenes might be just something added to appeal to certain people, and that they can be made accessible to a wider audience by leaving out such scenes. I think the former is something you have to judge case-by-case. As for the latter, as long as the non-porn content can still make a coherent story, they can have it both ways by releasing all-ages versions. And that's what some do, including NEKO WORKs.
So, in short, I'd say it's a false dichotomy.
EDIT: Oh, right. I almost missed what you were really asking. You want to know whether it's really appropriate for all ages, right? In Japan, it's considered so. Me personally? It definitely pushes the envelope. Basically, parental guidance is suggested.
The steam version removes all the porn so you are left with the story and the charm of the characters
In the Steam version, obviously everything is censored, however, there are still some images in the game that could be considered, "explicit" even though nothing is showing.
And, let's be honest, it's a game made in Japan, so there is some sex humour and talk.
As for the story, it's very light hearted and comedy-based. There's still enough plot for me to consider it a "story" but not so much that you would need another game for it.
So, if you're fine with all that, go for it m8 :3.
