Watch Denpasoft at release time. It should show up there as the full version is released. Also consider just getting the full version, unless you really want the Steam extras for whatever reason.

however, the game description mentions:

"with a little ecchi on the side, too".

Not sure if this is just the usual ecchi we receive that wasn't R17-Path material, or if that means ON TOP of the R17 material

The patch is going to lock you out of broadcast and screenshots on steam... so they actively are blocking those resources with the patch so the community doesn't share that content on steam.

About being allowed by steam... it isn't allowed, that's why the patch isn't sold on steam ;)
Given that you can still GTA V on steam, it's a shady resolution from valve to not allow uncensored VNs on steam.

if it is sold outside steam, valve has nothing to do with it, it's money valve leaves on the table.

It's like a mod for your game, steam has no say about it, you modified it externally.
