Where do I get the scuba gear for Mr. Swampi?? He owes me a key!

If you want to figure it out by yourself, start with the girl that is looking for her hat.

Steps to the quest line in reverse order are below.

You get that from the pirate after you give her the bottle ship that you get from the twins for finding their dog that has been hiding in the sewers behind the phantom that wants his music box back to get out of the way. The item is given to you by the girl that wants her hat back that has been blown down the stairs onto a column.

Is it still possible to do this quest after the Queen's Dungeon? I didn't figure out how to extinguish the fire in front of the sewer entrance until then, and the pirate wasn't in her house, or anywhere else in town, for that matter.

I have the same problem, pirate just disapeared for some reason (after completing the game). Where can I find or reset that pirate, so I can finish this "quest line"? Thanks

You can't finish the quest if you do it at the end game. Check this guide for a fix.
