you gotta download pakscape or something like that (or a program that can open .pk3 files), then open the assets.pk3 files (assets0 1 2 3 - you gotta look for the model you want to start reskinning, then extract those files) in Steam\SteamApps\common\Jedi Academy\GameData\base and extract the folder for that model, then you open the texture files with a painting app
when you're done, save it as .pk3 but remember to change the model name (you might have to open some text file inside the model folder and replace for example, if you picked model "reborn", replace all the "reborn" words with your model name "mymodel") and go on a server and type /model "mymodel"

if you want to make your own model from scratch, you'll have to create your own model shape (as in using blender, 3dsmax, maya etc)
