Because like in your case it usually doesn't work. Mostly because AMD has bad support for the openGL that this game needs. So to fix this theres one thing to try and only one thing.
There is a seperate community supported mod titled "OpenJK" which adds support for new things like alt tabbing into the game and fixes bugs more importantly it also helps add support for AMD cards.
However you'll need to launch the game with the openJK.exe and add it to your library as a non steam game which means steam won't log your hours.
If you do intend to install it you can go here https://builds.openjk.org/ and download the newest windows.zip they have there and save it onto your desktop. Next open the .zip and extra the contents of the .zip onto a folder on your desktop named OpenJK after that navigate to your gamedata folder.
To find your “gamedata” folder for JKA you must go to your steam library, right click Jedi academy, then click properties (located in the context menu), now click the tab titled “Local Files” and then click the box titled "browse local files." If you followed these steps correctly you should see a folder pop up titled "Jedi Academy" inside that folder there should be another folder titled "Gamedata" open that by selecting the folder and double clicking or select the folder and press enter key. Now you should see two “.exe” files one titled "jasp.exe" and "jamp.exe"
Once you find them go back to the "openJK" folder on your desktop and move all the files in the folder (Not the folder) into the "Gamedata" folder. There should be two .exe files openjk_sp.exe is single player and openjkx86.exe this one is multiplayer.
Try to start the game with which ever and see if it runs. You can remove the opengl32.dll you won't need it.
Another bit of a warning however. You won't be able to run any other total conversion mods with openJK. Movie battles 2, movie duels 2, EOC mod etc are incompatible.
So, as long as I don't need the Steam functions or any mod, I should be able to play if OpenJK works properly.
I've followed all the steps and, when trying to start the OpenJK exe, two messages appear preventing it to start:

I tried uninstalling and reinstalling, using an older version od OpenJK and nothing at all. Do you (or anyone) knows why is this happening? :S
The funny thing is that about a year ago I managed to install it from Steam and play it without any problem at all, with the exact PC configuration
Well my last bit of advice would be start from scratch and see where that gets you then.
Completely uninstall JKA by deleting the folder in steam common titled "Jedi Academy" and make sure it isn't left in recycle bin then reinstall and try to make sure no compatibility mode is still on or anything you did previous and start the game. If it doesn't run try the OpenJK again.
I've made as you said. Deleting all files through Steam local archives, uninstalling and reinstalling. And, guess what?? It works perfectly at first attempt.
