Report a translation problem
After Windows install, just install Steam, then install DL, close Steam, delete the DL folder within Steam and copy over the folder you have backed up. It might be possible to skip some of these steps, but this makes sure nothing is being accessed at any time and that there are no stale files from new DL install. I even did this to transfer the game between two PCs without having to use Konami ID.
