Duel Links has 2 formats, "speed duels" and "rush duels"
Speed Duels: 4k life points, 20-30 card decks, 8 extra deck slots, 3 main monster zones, 3 spell/trap zones, 4 cards in the starting hand.
Rush Duels (in duel links): 6k life points, 30-40 card decks, either 8, 10 or 15 extra deck slots (we don't know yet about how many extra deck slots we're gonna get in duel links for rush duels), 3 main monster zones, 3 spell/trap zones, 4 cards in the starting hand, infinite normal summons/sets, all monsters have an integrated soft once per turn on their effects, during your turn you draw cards until you have 5 in hand (if you have 5 or more in your hand at the start of your turn you draw 1), there are no chain links in rush duels.
Duel Links has something callled skills. Skills are like a tool to help boost your deck, I can't explain then briefly but they are supposed to keep your deck viable in ranked by giving you consistency boost, power boost, etc.
Duel Links is more anime oriented.
