How do I view submitted decklists?

I got a notification that I need to view submitted decklists, and then an arrow points to the side of the screen and I can't click on anything.

Little deckbox icon with 2 papers behind it, above that rainbow gift icon, all in the main world screen on the right(underneath the settings wheel icon).

Its not letting me click on that. Its telling me to go to the submitted decklist tutorial and has an arrow pointing at the left side of the screen.

Hmm no idea then, don't even remember if I ever needed to do this. I first started up this game in like 2017(?)...

Where you see the news on the right side there's a second screen that shows all the tips and tutorials, you can also go to the screen with the gate and click on the glowing blue card to go to the tips
