How to transfer duel links data from iphone to PC

First, i think you misunderstanding "Data Transfer".

You're able to keep both/tracking data for Phone and PC. Just you cant access both of them at the same time. Its just like having one Steam Account on two computers. So dont worry about it.

To answer your question.
1. Select Phone Duel Links Settings (Top Right Icon).
2. Data Transfer Settings.
3. Data Transfer with Konami ID (Personally i used Konami ID).
4. Replace/Set up Data Transfer (I tried just nw, and Succeed).
4. Open PC Steam Duel Links.
5. Data Transfer.
6. Finish.
