The new Kaiba has a skill that adds 1 copy of Neo and BEUD to your extra deck

Yup, New Kaiba Skill, so be sure you got some Blue-Eyes Ultimate Dragons handy :)

For now at least it works in a similar way to the Stainer Dragons when 5Ds was first added to the game. Where you need to use a skill that places it in your extra deck at the start of the duel and you can't actually obtain it as a card.

Last question before i close this so you said that it's not a card so how do i obtain this new kaiba skill? Do i need to do some quest or events to obtain this skill?

Just unlock Kaiba (DSoD), the name of the skill is Ultimate Dragons, you should get it in the very first levels.
