Her cards are all ranked duel rewards so you can play the deck (Rare and SR tickets), but the character just isn't important enough to be added really.

Unlikely that they will add her tbh, she barely has any cards that were used and pretty much all of those cards are already available from pvp tickets. Right now they are still focusing on the first arc with the three brothers, since we got trey just last week. And come next month, they will probably be pumping out arc-v characters for a while. Although we got duke devlin and supreme king jaden, so they are also filling in a few gaps in older worlds...who knows. It's possible but unlikely

As it has been mentioned, most of her cards are already available to obtain, but even so I'm sure they will eventually add her in the game, unless Duel Links it's just already dead by then. After all, Zexal only serves as fanservice and I think Kathy was kinda popular in Japan, they just need to give her useless and repeated cards like they have already been doing while adding some cards with her that we don't have yet like Number 29 and Nine-Lives Cat. Oh, and also some of the cards that were anime only like Cat World, and her signature card would obviously be Twin Tail Cat Lady. So don't worry OP, there's enough material for her to be added.
