If you are using Windows 10 and Intel CPU, the cause of the problem is most likely the latest emercency Windows update that came out this week. They found a huge glitch, that has been build into all of the last 10 years of Intel CPUs, that allowed anyone unauthorized access to the systems memory. They released an emergency temporary fix, but it cuts back the CPU's processing power by 5-30%.

nope, benchmarks have been done and you wont notice any difference in normal 1080p gaming, onley 4k with lower cpus and servers get hit by it :)

in the comments you will see that he also tested it with a 2600k and no difference except in 4k.

Not sure if this will fix your issue or not, but if you have an Intel CPU make sure that the iGPU that is included with that CPU is not the one running the game. Not sure how to change that setting if you have an AMD GPU but if you have an NVIDIA one, you should be able to set it so that your NVIDIA GPU is the one rendering this game.
