... No. It really shouldn't be level 5. Why would you want to nerf a card that's barely used as is? Even in the TCG it wasn't used during the era it came out bar Chaos decks (and even then rarely) because it wasn't functional enough.

Level's aren't based on effect/card power. Otherwise Giant Turtle that eats flames wouldn't be a five star creature, and most 1900 beaters wouldn't be 4 star in general.
