World Legacy Pawns and Necrovalley

I just dueled against a guy using Krawler deck.

So, I had Nacrovalley activated, and the oponnent had a World Legacy Pawns on his spell field.
As far I know, Necrovalley cancel any effect that move cards from graveyard to any other place.

So why the hell the opponent kept bringing his krawler cards back from graveyard to his deck?

I believe its because its cost, cost is always mandatory and cannot be negated as cost is not an effect.

You can shuffle 1 "Krawler" monster from your GY into the Main Deck, then target 1 face-up monster you control; change it to face-down Defense Position. You can only use 1 "World Legacy Pawns" effect per turn, and only once that turn.

The part of the text sending their cards back to the main deck is cost. As Orochi said, you cannot negate cost and cost is not a card effect.
