D/D/D Wave Oblivion King Caesar Ragnarok's effect activation

I don't really understand when the effect to equip en opponents monster activates! :/

[Orochi Samurai]

Opponent MUST control 2 monsters, you choose one as an attack target or Caeser is chosen as an attack target, you can then equip the OTHER none battling monster on you opponents side of the field to your attacking/being attacked King Caeser however you MUST control another D/D monster or Dark Contract card that you can return to the hand in order to activate and resolve this effect.
