2. Relinquished is a Ritual Monster, you can't special summon it due to the mechanic itself. Ritual, Fusion, Synchro, XYZ and Link along all other monsters that have the "can't be normal summoned/set, must first be special summoned by...." are semi-nomi cards, aka "special summon only monsters" which means that they need to first be special summoned by either the mechanic (for Ritual, Fusion, Synchro, XYZ and Link) or the effect stated on the card.
If you do not properly summon the monster first (either by it's mechanic or effect) then you cannot special summon the card at all. Note, that if the card is returned to the deck or the hand, it is considered a different card, so even if you special summoned it properly once, you will need to resummon it properly again. You can only special summon semi-nomi monsters from the GY or banished zone AFTER their summoning condition was met.
It's not written on Relinquished because it's tied to the Ritual mechanic not to an effect.
