Night's End Sorcerer is a "When...: You can..." effect, meaning that is must be the *last* thing to happen in order to activate. Since Magician's Navigation is on CL 2, Sorcerer was summoned during CL 2. The chain will continue to resolve into CL 1, which looks like Witch of the Black forest, making the last thing to happen be a search from deck to hand, thus having Sorcerer miss its activation window.
In order to make sure you don't miss the timing on this particular effect, always summon it on CL 1.
