Can’t put in two Enemy Controller?

Enemy Controller is semi limited but it only lets me put in 1, even though the “2” is right there on the top corner of the card.

Is it because you only own 1 copy?

You can only put 2 cards among all semi-limited cards

Meaning that, you probably have another semi-limited card in your deck when you try to put the 2nd enemy controller in

Ban list works differently in this format.

It restricts you to the number of cards from that list, not by amount of copies of the card.
