Magician's robe + magican of dark illusion combo does not work. can someone explain

so i tried to summon magician robe, and activate it effect during the opponents turn, however i also had a "magician of dark illusion" monster in my hard and its effect did not activate. it says on the card that it can also be special summoned from the hand if i activate an effect during the opponents turn except damage step.

so is this a bug, or did i do something wrong?

Monster effects do not trigger magician of dark illusion's effect, only spell/trap cards will do.

It's just that it says "or effects" too that i thought it meant monster effects.

I don't think it'll allow that particular combo because then you're essentially getting both him and Dark Magician out with the one action when it was probably intended to require two. These are event cards so they probably gave the system a little more care
