What is wrong with "Treasure Panda"?

I'm not sure if it's just bugged or if it requires very specific conditions for its effect to activate.

The obvious... Having at least one spell card in the graveyard and a level one normal monster in your deck that you can special summon that meets that condition. I read once that you need a spell card in the graveyard before you summon "Treasure Panda". Frankly I'm not sure why that matters but I roll with it anyway. Even still, roughly 40% of the time I summon "Treasure Panda" in attack position, expecting to get a sick combo, it does absolutely nothing. Just a nice easy target to be destroyed... This essentially costs me the duel since my Exodia Deck is highly dependent upon getting combos with "Treasure Panda".

If there is some further specifics for the process of getting this chubby Panda's effect to activate that I'm missing? Any help or guidance would be appreciated.

Actually it just says you can banish up to 3 spells/traps to special summon a 1 to 3 Normal Monster, it's not a summon effect it's an activate effect. As long as you have at least 2 spells/traps you should be able to summon the pieces in the same turn

I'll have 2-3 spells/traps in the grave and the effect just won't work occasionally on the turn I summoned it. With no change to my graveyard, the effect will always work on my next turn though. Idk, it just seems to be a hit and miss. I'll try to pay more attention to what I do before it decides to not work.

You're doing something wrong then. I use a Treasure Panda Exodia occasionally and have never had the problem of not being able to summon something/use its effect. Either you have no legal targets in your deck or you've locked yourself somewhere.
