Anti-Magic Arrows

I activated anti magic arrows and the enemy activated an spell at graveyard... during the battle phase, even it saying no spell/trap could be activated -.-
the person activated the ritual of cyber angel to not get destroyed in the graveyard, but its an spell, so it effect should not be able to be used as i used anti magic arrows and the arrow card dont say absolute nothing about the place the spell need to be (hand/field/grave), if its dont affect the graveyard it should be written in there

That's because that effect of Machine Angel Ritual is a little something that falls into the category of "Unclassified effects" which do not "activate" per say and Ant-Magic Arrows only stop spells/traps from being "activated".
