works, but maybe you still wont be able to change monster position freely to def/atk since floodgate effect still persist. though in current meta floodgates aren't that common so i doubt is worth to play card to counter another specific card that is not played that often atm. for about 20 matches i get 1 floodgate player, and mostly control deck or gb.

Floodgate still winning. floodgate facedown the monster(s) AND THAT MONSTERS(S) CAN'T CHANGE THE BATTLE POSITION. so they always be in defence position if the facedown or faceup.

No it doesnt. You can still change the monster's battle position with card effects. That's why floodgates are no good against BLS - Sacred Soldier decks cause they can keep flipping their monsters back to attack position using A/D changers. Same applies to book of taiyou, though like Ojama King said I too wouldn't recommend running it just to counter flood gates.
