We now have good draw power though, like allure of darkness or cards from the sky.
The only place I could see this being run is with stuff like D.D. Scout Plane and D.D. Survivor, aka a Macrocosmos deck.
It however falls slightly short on that front.

If we wanna use examples of draw cards like Card of Sanctity in terms of broken they are, you just need to take a look at Card of Demise.
Demise only got its first IRL printing about two years ago despite its use by Kaiba in the show from 2004 and has only been printed in two packs since its initial release. It's effect was changed from 'draw until you have 5 cards, then discard your hand in 5 turns', to 'draw until you have 3 cards, your opponent takes no damage for the rest of the turn, discard your entire hand at the end of this turn, and you can only activate Card of Demise once per turn'. Even then, it's still an amazing card and goes for about $20-30 a copy, even with the reprint released earlier this month.
Cards like Demise and Sanctity were made during a time where the card game didn't really exist, which also serves as the explanation for why everybody in Duelist Kingdom played the game like an RPG with trading cards instead of an actual card game; Kazuki Takahashi wasn't looking to make a cohesive card game that could be played IRL and made YGO focused on the card game because tons of people loved the story arc it was introduced in and decided to capitalize on it, which lead to the creation of stuff like those cards.
