It was banned because it caused too many draws in tournaments/ranked matches, and just genreally promotes bad sportsmanship. Check out the link below if you want to see the reasons behind why certain cards are banned, it's pretty interesting if you've got the time

Eh it wouldn't be a good idea for a game like this . There's a combo you could use in this game to activate it which is quite easy to get, and if it wasn't a 1 time card it'd be easy to search with Cat of Ill omens + the combo card to keep draw/stalling people which would be antithetical to the concept of quick matches, when you have to play 99 out of 100 matches because SDB
