I special summoned it with a trap card it doesn't work. I special summoned it with effect monsters it doesn't work. I tribute summoned it and it still doesn't work.

While a Gemini Monster is face-up on the field as a Normal Monster by its own effect, the player may declare a Normal Summon of it again so that it becomes an effect monster. This is treated the same as if the player were Normal Summoning a monster from their hand (except the monster does not actually come from the hand). The monster is not treated as on the field during the Summon Negation Window, but any Equip Cards equipped to the monster remains equipped (they will be sent to graveyard if its Summon is negated or it leaves the field during the Summon response window). Tributes are not required for Level 5 or higher monsters if activating their effects by Summoning them this way. The process of the second Normal Summon is unofficially called "Gemini Summon" (or "Dual Summon" in OCG, not to be confused with "Double Summon").
DUBINA covered it, but it doesn't matter how you summon it. It's initial summon to the field is considered a normal summon. You have to click on it while it's face up on the field and select activate effect, and then it will activate it's "Gemini Summon" or it's "Gemini Effect."
