Is Duelist ID linked with steam account?

E.g. If I install steam on another device, will I retain the same duelist ID on that device?
Note - I cannot obtain a Konami ID

no you have to relogin to the konami id that the data is saved on if you didn't do that yet. create an id

Followed it to the letter, nothing works, thanks anyway
Just living with the fact now that I'll never be able to transfer data
