Its a semi-nomi. It has to have been special summoned the way it was intended first in order to summon from grave. So for instance you can't send it to grave with something like ryko, then use golem to summon it. It has to be summoned from your hand first properly onto the field thereafter you can special it from your grave via golem or chimera.

Its a ruling thats been around forever but still not put in the little rule book they hand out (you have to read that massive 60 something page rule book for tournaments to find explanations and rules, although I think it got clarified with the implemation of problem solving text) I don't know, I haven't played tcg for few years, but yeah. those rules are old but still in place. <enter side agenda> Its funny they have rules that almost need lawyers to interpret but somehow konami still wants to pretend its a game for 8 year olds. Please stop censoring our cards! </end side agenda>
they also changed the effect text of some cards to make it easier to understand or to nerf their effect, side fun fact: Exchange of the Spirit is one of these cards and never got it's effect changed in the YGO DS titles but was hit with the online banlist instead.
Also it's always better to read the rules on their page or the official WCS Rulings bc they did in fact change some rulings when they took over from upperdeck (that little rule book you get if you buy a structure box or deck box f.e. is, afaik, still filled w/ the upperdeck rules, they never bothered to change that) and made some of them worse to understand or extremely convoluted, i think the main problem is that during WCS and Regionals you have judges you can call to help with card text and check if you commited a illegal move or not, they most of the time also can explain why something can't be done and/or why something has to be executed a certain way, while in all the Videogames Konami just assumes you already know this and doesn't bother with an actual explaination why something just doesn't work, they don't even highlight the small differences in wording to let a casual know when an effect is mandatory or optional and what words describe the effect conditions like the difference between If and When as the best example, for casuals they often mean the same thing, while in reality they differ like night and day.
