Nope, although it's name is "Toon Cyber Dragon" it is not considered a "Cyber Dragon".

Not entirely true.

Before Cyber Style was nerfed, you could do 2 Proto from the skill, then summon The Light Hex-Sealed Fusion and use its effect to bring out Cyber End Dragon. The reason this works is because that monster's effect is not treated as a fusion summon so it can substitute the last Cyber Dragon.

While this effect is still valid for bringing out Cyber End Dragon, it will not work with Cyber Style and that takes out most of the merits of using it at all.
