Report a translation problem
Some monsters have the clause that they can only be special summoned via fusion, and so, Re-Fusion won't work on them, as it doesn't ignore summoning conditions, so if you tried to use it on one of those monsters, then it didn't work because they are invalid targets.
Best way to learn is from mistakes :p

The problem isn't you placed it on a Elemental Hero fusion, the problem is you put it on a type of Elemental Hero fusion
There are 2 types of Elemental Hero fusions, the ones that can be special summoned any way and the one's that can only be special summoned this way. This is why cards like Skyscraper 2- Hero City doesn't even work on it own cards at times because you used it on 1 of the types. Now I can't find the post I saw about this, but I do remember using this same answer on somebody that said Skyscraper 2 Hero City
I believe if I remember it is all in the wording, the types will have 2 different lines of "special summoning it"
