I dont know how to use red eyes retro dragon 2nd effect

So when i have retro dragon on the field and use his 2nd effect, tributing it self so i can normal summon one red eyes monster whilst having a red eyes card in my hand it would just tribute itself and nothing happens. am i doing something wrong?

Looked at the rulings for Retro's effect and it doesn't look like anything should be stopping you unless you used the effect on another Retro beforehand on the same turn.

Retro's 2nd effect allows you to normal summon a red-eyes monster after tributing it. So, unless you have a level 4 or lower red-eyes monster in your hand, you need to perform tribute summon to summon other red-eyes monsters, e.g., Red-Eyes B. Dragon, Red-Eyes Archfiend of Lightning and Meteor Dragon Red-Eyes Impact.

what Harry said, Retro Dragon let's you normal summon a second time this turn so if you would have Wyvern in your hand you'd be able to summon it but you won't be able to summon Red Eyes B Dragon or Archfiend w/o tributing for it.

The easy answer to how to use Retro's second effect is that 95% of the time, you don't.

But the other answers here are correct. There's almost never a need to use that effect though.
