There is no skill for it, maybe in the future but we are referring to right now. Only Light Ruler is in the game
It only works if you put it on heads and have 3 monsters including it on the field, its not broken in fact realistically you can overcome it easily
SPOILERS ABOUT GX -> When he was being controlled not by the Light of Destruction, but by Darkness like O'Brien and pretty much almost everyone at that point except Jaden.
So that's why you're not seeing it in the game, the Sartorius we've is the one that was being controlled by the Light of Destruction, and his ace monster then was the Light of Ruler, which was never officialy confirmed, but the Light of Ruler was most likely a reference to the Light of Destruction itself appearing as a monster card, since the Light of Destruction as it was indeed confirmed, is an existence as old as the universe itself. In other words, the Light of Destruction was always a part of the universe that wanted to destroy it from the tyranny of darkness so it could rule the world instead, since the universe as we know it, is ruled by darkness more than light.
So yeah, some people failed to grasp this, but personally one thing I liked about GX is that it was not your typical "Light is always good, Darkness is always bad" kind of story you can easily find in many more games like Kingdom Hearts, it's a pity that the anime of GX was forced to end abruptly in the end.
Anyway, tl;dr. You'll probably not see the Dark Ruler until we start having characters and/or events related to the fourth season of GX.
As for The World answering to the OP, Yata-Garasu has been banned in Yu-Gi-Oh for a long time for a reason. The World's effect itself, the positive one that's it, is even more broken than Yata-Garasu. Is not just that you can't draw, you can't even do anything at all because it skips the turn of your opponent. The only reason why The World has never been banned in the TCG/OCG is because unlike in Duel Links were you can now get the effects you want with your Arcana Force, this has never been the case outside of that. Obviously you could still use cards like Second Coin Toss, but even then it doesn't change the fact you needed to have always the luck on your side if you wanted to win, which is why like Yubel playing with Arcana Force have always been no more than just a meme for a long time.
So again, tl;dr. The World would be very broken in Duel Links not only because of the speed format, but also because with Sartorius you would be able to always get heads with The World.
1. It wouldn't be broken even with Sartorius' skill because you need 2 tributes and 3 monsters on the field to activate its effect so that's 5 monsters not to mention you need it at the start of your hand to even do much of anything cause Arcana Force alone aren't capable of long play
2. Yata Garasu was banned meanwhile Arcana Force isn't, even if its cause you need heads you had and have options to redo your coin toss plus its still 50/50 which is basic odds
3. Let's say it was added, don't you think it will be pretty easy to take it out? The card can only work on late term because you would need like I said 5 monsters to have it and use its effect. Now let's say you use some sort of easy summon deck and manage to get it out quickly, how hard would it be to get rid of it? Not much considering we have so many options of backwall eliminators and disrupts, monsters that can special summon on enemy turn, and stronger overall cards that can essentially be a good defensive line
Worlds is not broken in the slightest you are just overreacting to its effect and not thinking about the deck it could be played in or the decks other people use
If you read what I just said then you would see that I said "maybe in the future but I am referring to right now", there is no skill in the game that does that what you are referring to is a leaked skill not a in game present skill, I never said that it wasn't I said maybe in the future, you misread what I said
Also when I typed that I was looking at every skill he has in game and saw nothing on Dark Ruler

Like I just said what you are referring to is a leaked skill that isn't in the game, so in the context of right now no it is not a skill therefor it is not in the game
