Against which Legendary Duelists or lvl45 SDs should I play to complete this mission?

Arkana is probably your best bet, considering he can get Dark Magician out easily
Weevil maybe although he usually has his tributes special summoned

Lv 40, maybe Lv 30 for Arkana

What's the exact mission?

Blast Held by a Tribute requires a tribute summoned monster to attack. There are a couple Standard Duelist decks that work on that if you're willing to be patient. Greatest of Birds and Tribute Theory both use tribute summons. Off hand I'm not thinking of any others.

Outside of those decks, you could also duel level 10 Yugi or Kaiba and wait for them to tribute summon their ace monster (as they will have no other method at that level),

Yeah Steam is broken, I didn't even know that thing was a thing and I was nowhere to click on it

you can do it vs ishizu ishtar, she got plenty of tribute summons to do if left unchecked.

All I did for this mission was tribute summon my own monster, then used Mystic Box to "gift" it to my op then activate blast when they attack. Takes a bit of luck but hey, it's they way I managed to do it.
