Black Skull Dragon is not a Red Eyes card not only because of this efect, but he doesn't even have Red Eyes in it's name.
Please pay more attention to the words printed on the card before you claim something is bugged
"Fusion Summon 1 Fusion Monster that lists a "Red-Eyes" monster as Material from your Extra Deck, using monsters from your hand, Deck, or your side of the field as Fusion Materials, and if you do, its name becomes "Red-Eyes B. Dragon". You cannot Normal or Special Summon other monsters the turn you activate this card. You can only activate 1 "Red-Eyes Fusion" per turn."
The card says that lists red-eyes monster as a material. Black skull dragon, one of it material cards is red-eyes.
The card's effect:

You either summoned something beforehand and lost the effect or your opponent denied you in some way.
Update: It let me use it but the one time before it wouldnt let me use the other card for the fusion material, dark hex. This time around it was in my hand and not going from my deck. I'm not sure if it because it was in my deck or hand made a difference, or when I summon before hand was an issue. More experiment is needed but for now I'm chalking up I somehow goofed.
The effect "You can substitute this card for any 1 Fusion Material Monster, but the other Fusion Material Monster(s) must be correct." does not have any classification. It is not an Ignition, Trigger, Quick, or Continuous Effect. (This effect does not target.)
