The same reason something like Ceasefire or Chaos Emperor Dragon should never be playable, their potential damage is just too high.
The player doing so shouldn't be punished out of game with a trap like that.
Also its a counter-trap, a much neglected aspect. I love running it in a counterfairy deck. But yeah I agree, this card is a lot less annoying compared to something like Wall of Disruption which is just OP as all hell.
