You can destroy a monster only if you can add a "Fire King". If you dont have any, you cant activate the effect.
I run the Sacred Phoenix of Nephthys deck, I have 3 Fire king monsters.
I just tested it with a bot, you are right, if the cards are over, the effect does not work.
The text explanation should be more clear anyway, it should have started with "if you have this card in your deck" and not just "destroy the card, and then draw a card".

I think it's quite clear. 1 fire king monster from DECK to hand
NO This does not mean that you must have it in your deck so that the card could destroy the unit, especially with the words "You can destroy 1 monster and if you do".

In both languages, this should include information that if the all Fire Kings cards run out in the deck, the effect can not be realized.
I'm a very experienced player, but this is the first card collectible game, where such things are not indicated
In all honesty, it's exactly what the card says.

While it might seem oddly phrased for you, let's break it down.
1. During your Main Phase: You can destroy 1 monster in your hand or you control.
This part of the effect states that the destruction of a card you control is optional, you choose whether or not to use the effect.
2. if you do, add 1 "Fire King" monster from your Deck to your hand.
This part of the effect states that you then have to add a Fire King from your deck to your hand. This means that, if you don't have a Fire King in your deck, you can not use the effect since you don't fulfill the conditions to trigger it.
The 2 parts of the effect are not mutually exclusive, if you don't have any Fire Kings left in your deck this effect can not be used, period. Not that hard to understand if you take the time to read the card properly.

My original thread was not about the meaning of the phrases and more important, I already received an answer to my question about the possible bug.
It was not off-topic, and the card is not bugged. All I did was provide some explanation, thanks for making me waste my efforts.
It will be better if you direct your efforts to something better than to prove that someone in the internet is wrong, but of course, this is something from people rarely get tired
